About Us


The Planning Academy was established in 2004 by Robin King Cullen (LFPIA), a well-known and widely respected planner. Robin developed a course for para-professionals to help address the shortage of qualified town planners in Queensland, and then continued to expand the range of courses available through The Planning Academy to support the profession.

The Planning Academy found a new home with Buckley Vann Planning + Development in 2014, which in 2017 merged with JBA in Sydney and Planisphere in Melbourne to form Ethos Urban. 

The Planning Academy is now one of Ethos Urban’s core business units. It is led by Jennifer Roughan, a Director of Ethos Urban, and a Fellow of the Planning Institute of Australia. The Planning Academy draws from Ethos Urban's experience, expertise and reputation to deliver specialised training that can be trusted to be practical, current and high quality.

The Planning Academy Trainers

The Planning Academy’s courses are delivered by experienced and qualified practitioners who are recognised experts in their field. Jennifer Roughan is joined by a team of professional planners - including a core team from within Ethos Urban – to provide specialist perspectives.


Jennifer Roughan

Jenny Roughan is Business Leader of The Planning Academy and a Director of Ethos Urban. She has 28 years of experience as a planner, predominantly as a consultant and also in local government. She manages a range of planning and development projects for clients in both the private and public sectors. She has extensive experience in development assessment and as an expert witness in Planning and Environment Court appeals, as well as in strategic planning, policy development and planning scheme drafting.

Jenny was appointed a Fellow of the Planning Institute of Australia in 2011 in recognition of her extensive and varied contribution to the planning profession.

Jenny Roughan has a Certificate IV in Training and Assessment.

Jennifer Morrissy

Jenny Morrissy is a Director at Ethos Urban with over 17 years of experience in statutory planning, in particular local government planning and development assessment.

Jenny has experience in assessing development applications and preparing planning reports for proposals of varying complexity over sites in different local authority areas in Queensland. In addition, she has had direct involvement in various strategic planning projects in the capacity of review, code drafting for and preparation of planning scheme amendments.

Jenny has a Certificate IV in Training and Assessment.

David Corkill

David is Regional Director at Ethos Urban Brisbane. He was previously Strategic Planning Manager at Gold Coast City Council for over 8 years, and held various planning roles at Gold Coast City and Albert Shire Councils, since 1990, including a secondment to the Office of Urban Management in 2004 as a local government contributor to the development of the first statutory SEQ Regional Plan.

In the last 25 years, David has been involved in the development of planning schemes, community visioning and plans, and a wide range of natural resource management (NRM), natural hazard and urban planning and infrastructure strategies and projects. David is skilled at developing and executing successful processes to engage community, stakeholders and decision makers in the creation of plans.

David holds qualifications in both planning and natural resource management and is a member of PIA and the QLD PIA Policy Sub Committee. David is also a member of the Griffith University School of Environment - Planning Discipline Professional Advisory Board.

Greg Vann

Greg Vann is a Director of Ethos Urban and, qualified in planning and economics, has been at the forefront of planning in Queensland for over 35 years, nowadays as a consultant and previously in local and State government.

Greg enjoys strategic/leadership roles in major planning projects, facilitating groups and processes, vision led planning, planning coaching and being an honest broker. He has traveled widely to build his planning knowledge and runs best practice planning tours, through Ethos Urban’s Green Shoe Travel brand.

He has a particular professional interest in the advancing and advocating leading practice in future of communities, planning policy and implementation, delivering better functioning communities with balanced transport systems and high quality urban environments.

As a special guest presenter, Greg is an engaging and passionate presenter and advocate of great planning outcomes.
